Interstellar Special Constabulary (ISC)
Overview
The Interstellar Special Constabulary (ISC) is the premier interstellar law enforcement agency of the Venerian Republic, responsible for handling high-profile criminal cases, organised crime, piracy, counter-intelligence, and interstellar smuggling within Venerian space and beyond. Known for its ruthless efficiency, the ISC is infamous for its unrelenting pursuit of criminals, earning the reputation that "the ISC always gets its perp."
ISC officers are among the best-trained and most highly equipped law enforcement personnel in human space. They are authorised to operate autonomously across Venerian-controlled worlds, space lanes, and wherever Venerian legal jurisdiction extends. They are also known to conduct covert operations in non-Venerian territories when national security is at stake.
Structure & Organisation
The ISC operates as an independent branch of the Venerian Ministry of Security, answering directly to the Executive Directorate for Law and Order. It is divided into eight regional bureaus, each responsible for ISC operations within a respective quadrant.
The organisation is structured into multiple specialised divisions, including:
- Major Crimes Division (MCD): Investigates high-profile criminal activities, including corporate corruption, high-value fraud, and organised crime.
- Anti-Piracy & Smuggling Task Force (APSTF): Focuses on dismantling pirate networks and tracking illegal trade routes.
- Counter-Intelligence Bureau (CIB): Works closely with Venerian intelligence agencies to prevent espionage and sabotage.
- Tactical Response Teams (TRT): Elite armed units deployed for hostage rescues, counter-terrorism, and high-risk arrests.
- Forensic & Cybercrime Division (FCD): Handles digital investigations, cryptographic analysis, and cyber-warfare cases.
Leadership & Key Personnel
The ISC is currently led by High Commissioner Sofia Andropov, a no-nonsense veteran of the Venerian intelligence community, known for her unyielding pursuit of justice and tactical brilliance in dismantling criminal syndicates.
Each quadrant is overseen by a Regional Bureau Chief, responsible for coordinating ISC activities across their designated territory:
- Quadrant 1: Chief Anwar Rachid – Former Anti-Piracy operative, known for leading major crackdowns on the Zodiac Cartel.
- Quadrant 2: Chief Isolde Hwang – Cybercrime specialist, instrumental in ISC's efforts to counter digital financial crimes.
- Quadrant 3: Chief Vladimir Koschev – Ex-intelligence officer, expert in infiltration and counter-espionage.
- Quadrant 4: Chief Raul Montejo – Has a reputation for zero tolerance toward corporate corruption.
- Quadrant 5: Chief Miriam Sato – Notable for her role in major financial crime busts, including the Interstellar Currency Manipulation Scandal.
- Quadrant 6: Chief Yuri Grekov – Former military police commander, specialises in counter-insurgency operations.
- Quadrant 7: Chief Valentina Orlov – A relentless pirate hunter, leading ISC operations against piracy and smuggling rings in the quadrant.

- Quadrant 7 Organised Crime Investigation: Working alongside Venerian intelligence agencies, the ISC has been rooting out corruption and criminal networks infiltrating the Republic.
- The Black Opal Heist: A long-running ISC investigation uncovered connections between this infamous heist and suspected interstellar crime syndicates.

Motto & Reputation

Though feared by criminals, the ISC is also respected for its efficiency and precision, making it one of the most formidable law enforcement organisations in human space.
