It had long been imperial policy not to build shipbuilding facilities in outer quadrant. Following a political crisis in Quadrant 6 in 3215, the Imperial Senate passed a law explicitly forbidding the Governors in any outer Quadrant from:

- Building or leasing shipbuilding facilities
- Hiring of armed ships
- Formation of adhoc space militias

without express orders from Quadrant 0, or in exceptional temporary circumstances with the oversight an approval of all of the the Fleet Command in the quadrant, the Governor and the Imperial Audit Office Director.
