Carsh

Centauri Conglomerate colony world in Quadrant 7

Overview:

Carsh is a relatively new addition to the Centauri Conglomerate’s holdings in Quadrant 7, with colonisation efforts beginning only around 3185. The planet’s early history was marked by violent internal conflicts, competing settler corporations, and several failed attempts at unified planetary governance. However, following its formal integration into the Centauri Conglomerate in 3195, Carsh underwent a rapid transformation.

Stabilised through a mixture of Conglomerate investment, corporate arbitration, and infrastructure development, Carsh is now one of the wealthiest worlds in the quadrant. Its booming economy is driven by extractive industries, high-speed financial platforms, and advanced luxury habitat construction. Today, Carsh is considered a model of what Centauri-style order and profit-driven governance can achieve—at least on the surface.

Carsh is a high-profile success for the Conglomerate’s “stabilise-to-prosper” doctrine. However, beneath its glittering skylines and rising GDP lies a fragile social contract. While the Directorate Assembly remains in firm control, growing unrest among Carsh’s non-corporate population and the emergence of sophisticated opposition networks could destabilise the world if mishandled.

Planetary Government

Carsh is governed by a Corporate Directorate Assembly (CDA), a rotating executive council composed of the planet’s six most profitable registered corporate blocs. Each bloc appoints two voting delegates, with chairmanship awarded by a profit-weighted annual audit.

While nominally accountable to planetary law and Conglomerate legal codes, the CDA retains full autonomy in local governance, labour regulation, trade zoning, and internal security. Elections exist, but are largely symbolic, confined to non-corporate civil sectors.

Head of Government

Director-General Evander Quell
CEO of NovaHelix Capital and current Chair of the CDA. A hardline profit-mandate advocate, Quell is known for his ruthless efficiency and uncompromising stance on opposition movements. He is deeply loyal to Conglomerate ideology and maintains extensive ties with off-world investors.

Key Government Offices

  • Carsh Securities Executive Authority (CSEA) – Oversees private security firms, enforces internal order, and manages counter-insurgency contracts.
  • Office of Economic Oversight and Profit Assurance (OEOPA) – Regulates trade licenses, oversees taxation, and audits corporate output.
  • Ministry for Environmental Stabilisation and Terraform Compliance (MESTC) – Monitors terraforming projects and ecological impact regulations.
  • Carsh Interstellar Ports Authority (CIPA) – Controls orbital and groundside trade logistics, docking rights, and customs enforcement.
  • Department of Civil Integration (DCI) – Manages non-corporate citizen affairs, housing permits, and urban zoning.

Political Opposition Groups

  • The Grey Ledger Collective (GLC) – An underground network of former civil administrators and mid-level engineers who oppose the corporate-only power structure and call for civic representation reforms.
  • Carsh People’s Syndicate (CPS) – Labour-aligned and loosely affiliated with off-world anti-Conglomerate movements; demands planetary sovereignty and full political enfranchisement.
  • The Glass Dissent – A decentralised, anonymous protest network known for digital sabotage and viral propaganda targeting major corporations.

Elections and Political Landscape

Carsh’s civil elections are held every five years, but apply only to the Municipal Advisory Panels (MAPs)—low-power bodies managing public services and non-corporate infrastructure. The last election in 3235 saw:

  • GLC-aligned independents win 41% of MAP seats in mid-tier residential zones.
  • CPS-affiliated candidates were barred from running in five districts following legal technicalities.
  • Voter turnout remained low in corporate-owned housing sectors (<22%) but was high in unincorporated districts (~68%).

Despite minimal influence in planetary policy, these results indicate rising popular dissatisfaction with exclusive corporate rule.

Events

In 3207 Shock rocker Bluejack Solido trashed his hotel room and dressing room during a tour stop on Carsh. Solido and his band members reportedly set fire to a T-shirt and carpeting and smashed expensive lighting equipment in their dressing room at the Carsh City Civic Center before their Saturday night show. The fire was out by the time firefighters reached the arena.

In 3217 Carsh Station, Q7 suffered temporary lockdown due to ‘technical difficulties’. Later that year Carsh authorities introduce additional health screening as “…a precautionary measure”.

In 3231, a groundbreaking discovery was made by industrial archaeologist Camillia Tomoshi who uncovered a hidden cache of Red Mercury. While searching for Forerunner ruins, Tomoshi stumbled upon the rare mineral, which is valued at many million credits. It is believed that the Red Mercury was left behind by miners from a previously unknown colony on Carsh, making this discovery even more significant.

In 3236 Ellie Liberty, the CEO of the Centauri Conglomerate, died unexpectedly while on an official visit to Carsh.
