A committee convened by the Chief of Naval Staff, Adm Erika von Danikin, looked at a number of proposals before deciding to forward this particular one for approval.

Von Danikin herself approved this proposal, she was particularly taken with the short split in the left side of the skirt, but met stiff resistance from the Venerian Military Hem Committee as it contravened the standards set by them for the height of the hem of the skirt.

The proposed new uniform had a fixed hemline whereas the Venerian Military Hem Committee has set standards for a variable height hemline based on a number of criteria.

The criteria set by the Venerian Military Hem Committee cover such things as overall height, height to girth ratio and thigh girth, and these, in particular, were seen as crucial by the Venerian Military Hem Committee to maintain proper service decorum and discipline.

This, as far as von Danikin was concerned, was an academic argument which could be overcome, she was on the verge of issuing a procurement tender for the new uniforms when the whole issue was dropped and no new uniform standard was set.

It has been a mystery for some time as to why von Danikin did this about face.

However, information coming to hand only recently has suggested that the defining moment came when a number of male naval ratings and officers of dubious sexuality requested that they also be issued with the new uniforms.
