It is clear that we still need to take care of three things:

1. the political structure of the Q7 alliance. Both the Sirian and the Earther representatives have left Potomax after the conference. No plenipotentaries have been sent since. Even then we do not have a structure to take care of political/economic decisions, such as the attack on Granyt, and the use of Space Mass to destroy the base on it. We are now encountering the communication problems that the Sirians have warned off. A central political body should be formed, rather than the ad hoc assumption that all political leaders of the quadrant remain at Potomax. They probably have equally urgent matters to attend to at home.

I was glad to find Governor Fullbright in agreement with the principle of formalising our alliance. I hope all others now see the need for this.  The Sirian Politburo has already picked one of its members, Dr. Ali Haddad-Al-Haziz as plenipotentary. He will arrive on Potomax very soon.

2. Whether the proposed attack on Granyt is in accordance with the three main principles we set out for the JAC.

3. Whether the political leadership agrees with using methods which are prohibited by the Geneva convention.

We believe that these points should preferably, but not necessarily be addressed in this order. Dr. Haddad-Al-Haziz has instructions regarding all these points.
