Ladies and Gentlemen,

We can inform you that the 4th Shock Fleet has finally entered SSSQ7 space.

It will base at Gryt, until confirmation of creation of the 6th JAC fleet, containing at least all Sirian navy vessels in the quadrant and under the command of Admiral Gorickal and based within the SSSQ7.

With the discovery of the 'Berserker' base at Granyt, we have further proof of the threatening situation for the SSSQ7. Our systems are within the shortest distance of the Granyt system and therefor can expect to be the first targets of further 'Berserker' attacks. Recently 1st Fleet JAC has left SSSQ7 space and denuded our systems of defence, to which we protested.

We acceeded at that point in the spirit of the Potomax summit and our alliance to Earth. With the arrival of 4th Shock Fleet we can no longer accept absence of defense. Frankly, our government must admit that if JACHQ will not base 6th JAC Fleet on the SSSQ7, we cannot guarantee the reaction of our population, and therefor our commitment to the Potomax agreements.

The strategic situation and the mood of our people do not allow any leeway on this point.

We are sorry that we cannot conform to the letter of the Potomax and JAC agreements. We will only uncover the precise position of 4th Shock Fleet and accept its conversion into the JAC structure if our above demands are met, otherwise we will have to consider withdrawal from the agreements altogether.
