The following public announcement was issued by the Martian Quadrant 7 Regional High Council at 14:36 hours on 255:3198:
Following consultation with planetary authorities, and on the advice of Admiral Rice-Burroughs of the Martian Star Navy, the Regional High Council has decided that the current Quadrant-wide State of Emergency is no longer sufficient to cope with the ongoing threat posed by the Berserkers to Martian citizens, nor to provide the MSN with the resources that it needs to prosecute the conflict. As a result, by unanimous vote, the Regional High Council has elected to implement the War Powers Act of 3124 (amended 3170).
The recent Berserker attack on the Esteeler world of L'Fayet and the serious news from Quadrants 6 and 5 have illustrated that, while the immediate threat posed by the Berserker attack into Quadrant 7 has been successfully dealt with, this fight will be a long haul for humanity, and every resource at our disposal must be committed to the fight for the destruction of the threat and the protection of our citizens.
We will soon be moving to full war production of offensive materiel.
All of those not in reserved occupations should prepare for reassignment. All individuals between 18-35 who are suitable for military service will be screened to judge suitability for Navy, Marine or Ground Force service. In the first instance further recruitment will be voluntary, but if this proves insufficient to meet ongoing requirements the War Powers Act allows for the forced reassignment of citizens to military duties.
These are extended to include: detention without trial, the right to stop and search and demand valid identification at any time. They also include the right to enter any premises in the furtherance of their duties.
All extra-planetary travel must be authorised by the proper authorities. All Martian-flagged civilian ships are subject to seizure and assignment to essential war duties. All foreign registered vessels in Martian space are subject to inspection at any time.
The Berserkers are the common enemy of all humanity. In the unlikely event that anyone attempts to pass information to Berserkers or engage in activities such as sabotage on their behalf, they shall be regarded as guilty of Treason, and the wartime penalty of Involuntary Mindwipe will be applied.
It is probable that a move to full war production will involve a degree of economic dislocation. As a result, some rationing of essential items will undoubtedly be necessary. These will be implemented on a case by case basis.
In the absence of any formal declaration of war, nor the likelihood of any peace settlement, the Regional High Council will decide upon the ending of these powers, when it is judged that that threat to Martian citizens has ended, subject to rulings to the contrary by the Martian Senate and Grand Council.
