Supreme Councillor Bradbury has asked me to give an estimate of what forces are needed to protect against further Berserker attack. However at present it is not possible to even guess at how many Berserker Super Battleships are bent on attacking us in Quadrant 7. We do not have sufficient data for any reliable estimate.
So far the Joint Allied Command has captured 2 Patel Modules, at Dyme and Flypaper. But the JACHQ has not yet received any intelligence of Berserker strengths, deployment nor intentions from these. The Grand Fleet assembled at Flypaper IV is engaged in OPERATION FENRIR to capture the Berserker Base on the planet's surface. A major objective of this Operation is to gain more intelligence on how the Berserkers are produced and organized. Upon the successful completion of OPERATION FENRIR, we may be able to make a usable assessment of the Enemy strength, and how the JAC should be deployed to defeat them. Until we are able to make such an assessment, I strongly believe that ALL the military and scientific strength of the Allied Colonial Powers in Quadrant 7 should be employed against the Berserker Menace without reservation.
The JAC provides a unified command for defeating the Berserkers. The prompt destruction of the 3 BSBs at Flypaper attests to its effectiveness. It must be clear to the population of the Quadrant that all the military forces of JAC members should be under subject to command by JACHQ, until such time as the threat has been eliminated. By this I do not mean that all military forces should be engaged exclusively on anti-Berserker missions. There will no doubt be acts of piracy or other anti-social actions by criminals that require an armed response. It would be too much to expect of human nature that the selfish and avaricious should suspend their crimes even when worlds are threatened with destruction. Therefore I would expect that lighter vessels and units, particularly auxiliary forces, would be deployed by Quadrant Governments to guard against the like. But it should be established by treaty or formal agreement that all military forces and resources within Quadrant 7 may be commanded by JACHQ in anti-Berserker operations. And that all intelligence of Berserker activities, tactics and equipment should be pooled. I recommend that a Quadrant wide organization to analyse and report on all such data should be set up as soon as practicable.
