1. The Imperium recognises the evident sagacity of the Great Federation Of Asteel's proposed Alliance of all Human Colonies in Quadrant 7 to fight the "Berseker Menace". Governor Rhett Elgon has also proposed the establishment
of a Joint Allied Command HQ, and that Imperial Admiral of the Black (Brevet ) Burwasher COBE be appointed Supreme Allied Commander in Quadrant 7.
2. The Imperium acknowledges the high honour accorded to Admiral Burwasher and the Imperial Navy by this offer. You will all now be aware that on StarDate 3198.016 Admiral Burwasher led the Imperial-Sirian Combined Fleet against a second Exterminator super-battleship outside the Dyme M25. The Exterminator was severely damaged but was able to jump to hyper-space before the fleet could complete its destruction. Admiral Burwasher is now the most experienced and successful commander in what we may now call this War against The Exterminator, and The Imperium agree that he will be Supreme Allied Commander in Quadrant 7 with immediate effect.
3. The Supreme Allied Commander, will establish his Head Quarters at Potomax, because of its central position within the aligned systems in Quadrant 7. Admiral Burwasher will contact all the Colonial Naval HQs in Q7 directly.
4. The Imperium has already established a military alliance with the Sirians and cooperation with the Centaurans. The Imperium now respectfully requests all colonial governments to join the Joint Allied Command in Quadrant 7.
5. Deputy Governor General Sir Humphrey Fulbright, CMG is to be the diplomatic representative of the Imperium at Potomax.
