1. We are in receipt of the messages from Martian Supreme Councillor Bradbury of the Martian Colonial Authority Regional Council 7, and Governor Rhett Elgon of the Great Federation Of Asteel Quadrant 7, and are grateful for them.
2. Our analysis of the situation is close to that expressed by Supreme Councillor Bradbury, but we would make the following points:
3. We calculate that there have been at least 4 separate Exterminator groups attacking human colonies. These were reported as follows: one destroyed at Dyme by Imperial Task Group 7 on 3197.332, one at Brburi on 3197.340, one at Thor on 3197.313, and one at Nebok on 3197.305 - assuming the loss of contact to be due to a Exterminator.
4. The Imperium agrees with the Martian proposal that those colonial navies not currently engaged with Exterminators should cooperate in the defence of the quadrant. The Imperium requests that navies that are available, should join their nearest neighbour that is under attack. Thus the Centaurans would support the Earthers or Sirians; the Venerians support the Esteelers; and the Wolfers and Zionists support the Martians.
5. The Imperium considers that the most effective means of establishing and maintaining cooperation would be to inaugurate a Joint Military HQ.
This would provide the best opportunity for sharing intelligence and for organising joint operations. Such a JMHQ would best be located near the centre of the Quadrant.
